Fuel prices in Montenegro in 2026: what petrol and diesel cost, how the price is set every week and what makes up a litre

How much does fuel cost in Montenegro in 2026? From 22 September 2026 the maximum price is 1.74 euros a litre for Eurosuper 95, 1.78 euros for Eurosuper 98, 1.95 euros for diesel and 2.07 euros for heating oil. The ministry sets these ceilings every week, valid from Tuesday. In January 2026 Eurosuper 95 cost 1.35 euros and diesel 1.27 euros.

The prices are maximums: a petrol station may sell for less, but not for more. The government regulates four products, Eurosuper 98, Eurosuper 95, Eurodiesel and heating oil; autogas (LPG) is not on the list. The calculation follows the Decree on the method of calculating maximum retail prices of certain petroleum products (Official Gazette of Montenegro 40/2026), and the ministry publishes each calculation as open data.

What has a litre cost in 2026?

For most of the time since March 2026 diesel has cost more than Eurosuper 95, and in September 2026 the gap was 21 cents a litre. Until March prices were recalculated every two weeks; since late March 2026 the ministry has done it every week, after oil markets jumped at the end of February.

How is the price of a litre calculated?

The ministry takes the average Platts quotation for each product on the European market over the previous period, converts it from dollars per tonne into euros per litre, and adds taxes, fees, costs and a capped margin. This is how the price from 15 September 2026 was built:

Of a litre of Eurosuper 95, the product itself was about half the price; excise, the stocks fee and VAT together came to about 0.71 euros. The gross margin of the trader was about 6 cents a litre.

What is the excise and why was it cut?

The full excise is 0.549 euros a litre on unleaded petrol and 0.44 euros a litre on diesel and heating oil. In 2026 the government cut it several times to soften price rises: in March diesel excise was halved, and from 22 September 2026 the excise is cut by 30% on petrol and 40% on diesel. Each cut is a separate government decision, so when it ends the pump price rises by the amount of the cut plus VAT, even if oil prices stay the same.

If you drive to or from Croatia, filling up there was cheaper for diesel in September 2026; Albania was the dearest in the region.

What does a full tank cost?

At the prices from 22 September 2026, a 50-litre tank costs 87.00 euros with Eurosuper 95 and 97.50 euros with diesel. In January 2026 the same tanks cost 67.50 and 63.50 euros. According to MONSTAT, fuel for personal transport was about 30% dearer in August 2026 than a year earlier.
