Montenegro has no vignette: tolls are charged only on the Bar-Boljare motorway, on the Smokovac-Mateševo section, and for the Sozina tunnel. A passenger car pays 3.50 euros for the whole motorway section from Smokovac to Mateševo, about 41 km long, and 2.50 euros for the Sozina tunnel, while a motorcycle pays 1.50 and 1.00 euro. You pay in cash, by bank card or without stopping with a TAG device. Since March 2026 anyone who does not pay the toll faces a fine of 750 to 2,000 euros.
The amounts and payment methods are set by the Decision on the Amount and Method of Paying Tolls, the vehicle categories by the Rulebook on Detailed Criteria for Setting Tolls, and exemptions and fines by the Law on Roads. Tolls are collected by Monteput, the company that manages the motorway and the tunnel. This guide explains the prices, categories, payment, the TAG device, exemptions and fines.
How much do the motorway and the Sozina tunnel cost?

The amounts include VAT. The toll points on the motorway are Smokovac near Podgorica, Pelev Brijeg, Veruša and Mateševo near Kolašin, and for shorter sections a car pays 0.50 euros from Pelev Brijeg to Veruša, 2.00 euros from Pelev Brijeg to Mateševo and 1.50 euros from Veruša to Mateševo. The Sozina tunnel links Podgorica and Lake Skadar with Sutomore and Bar.
Which category is your vehicle in?
The category is set from the data in the vehicle registration certificate: the number of axles, the height of the vehicle measured at the first axle, the maximum permitted weight and the type of vehicle.

If you are unsure of the category, the operator at the toll booth sets it from the registration certificate, and for a TAG device Monteput may also ask for a photo of the registration certificate or the vehicle.
How do you pay the toll?
- In cash or by bank card in the lanes with a toll operator, where the sign for this kind of payment is lit above the barrier.
- With a TAG device, without stopping, in the lanes marked ENP. The device sits on the inside of the windscreen, and you drive through the lane at about 10 km/h, keeping your distance from the vehicle in front.
- With a prepaid Smart card, which the Decision provides for as a further payment method.
In heavy traffic Monteput may turn ENP lanes into mixed lanes, where you can pay with a TAG device, in cash or by card.
How do you get a TAG device?
- In person, at Monteput's sales points: the head office in Podgorica on working days, the command and toll centre of the Sozina tunnel, and the Smokovac and Mateševo toll centres, which are open 24 hours.
- Online, by sending a request to enp@monteput.me and paying into Monteput's account, after which you are told when the device is ready for collection.
- A private person gives their name, personal identification number or ID card or passport number, address, phone, e-mail and the vehicle category.
The regular price of a TAG device is 20 euros, and Monteput currently lists a promotional price of 10 euros on its website. The minimum top-up is 20 euros. The device has a two-year warranty, a complaint about a charged amount is filed within 8 days on Monteput's form, and a lost or stolen device is reported on 020 684 777. Through the Toll For All platform you can also register the same device to pay tolls in Serbia, where the toll is taken from the linked payment card.
Who does not pay the toll?
- Vehicles marked with the accessibility sign, if the person the sign was issued to is in the vehicle. On request Monteput issues an exemption certificate valid for one year, for one vehicle only, and the request is accompanied by the accessibility sign, the decision issuing it, the registration certificate and the ID card.
- Vehicles of the police, emergency medical service, protection and rescue service and the state road inspectorate with special markings.
- Monteput's official vehicles as the road manager.
What is the fine for not paying the toll?
Since 28 March 2026, when amendments to the Law on Roads came into force, the fines for not paying the toll are higher:
