Where do you go shopping in Montenegro? The largest centres are BIG Fashion Podgorica, the former Delta City with 24,500 m² of retail space, the HDL Retail Park in Bar, which grew to more than 25,000 m² in April 2026, and Mega Mall in Budva, with 14,000 m². Since 19 February 2026 most shops have been closed on Sundays and public holidays.
Montenegro has no IKEA and, so far, no Lidl, and most international fashion chains are concentrated in Podgorica. The details below come from the centres' owners, business media and the Law on Internal Trade, checked on 25 September 2026.

BIG Fashion Podgorica took its name on 8 September 2022, when the Israeli group BIG Shopping Centers bought it in a first investment of 150 million euros in Montenegro. HDL's Bar centre is the fourth retail park of the Montenegrin chain Hard Diskont Laković, which is building a fifth in Kotor. Mega Mall was built in under two years by Megapromet and V&V Investment for 14 million euros.

Lidl has bought sites in Podgorica, Nikšić, Zeta and Ulcinj, but on 28 May 2026 Investitor reported that there was still no opening date, more than four years after the first announcement. When are shops open?
Since 19 February 2026 wholesale and retail trade may not take place on Sundays or on public holidays. Pharmacies, bakeries and shops selling mainly bread, flowers, souvenirs or newspapers, petrol stations, markets and shops inside bus and railway stations, airports and ports are exempt. A shop that opens anyway is closed by the market inspector, and the company faces a fine of 1,000 to 10,000 euros.
