Under the new Civil Explosives Act, in force since 15 August 2026, the sale and use of firecrackers (category F2 pyrotechnics with a bang effect) are banned. Other category F2 fireworks may be placed on the market only from 15 December to 15 January and sold only to people over 18, and individuals may not use them from 16 January to 14 December, indoors or where many people gather. Small category F1 pyrotechnics are sold all year to people over 16. Pyrotechnics are sold only by a registered company or sole trader holding a Ministry permit. An individual who uses firecrackers or fireworks outside the permitted period pays 200 to 550 euros.

Which categories of pyrotechnics exist?

- An individual buys category F1 and P1 pyrotechnics for their own use without a purchase permit.
- The Ministry may shorten the sale period or restrict certain items by order; it publishes the order by 1 November at the latest.
Where and when is use banned?
- Firecrackers are always banned, both for sale and for use.
- Individuals may not use other category F2 fireworks from 16 January to 14 December.
- Category F2 fireworks are not used indoors.
- Category F2 fireworks are not used where many people gather.
- Public fireworks displays are carried out only by a company or sole trader holding a permit for public displays and a permit for the specific display.
Who may sell pyrotechnics?
- Pyrotechnics are traded by a company, other legal entity, sole trader, importer or distributor registered for that activity and holding a Ministry permit.
- To sell categories F2, P1 and T1, the seller must have a sales room and at least one employee.
- A retail outlet may keep at most 100 kg gross of category F1 pyrotechnics.
- The packaging must show the category, registration number, age limit, instructions for use and net explosive content (NEC).
