An adult Montenegrin passport costs €33 in 2026, made up of an €8 form fee and a €25 administrative fee, while citizens up to their 21st birthday pay only the €8 form. An ID card costs €5, and both the passport and the ID card are valid for 10 years. An adult Montenegrin citizen with a registered residence in Montenegro must have an ID card and carry it, and the fine for not carrying it is €60 to €180. ID cards issued before 30 March 2020 could be used no later than 30 September 2025, so they need to be replaced with new biometric ones.

How long are a passport and an ID card valid?

• An ID card issued to an adult contains a certificate for electronic identification and a certificate for a qualified electronic signature, while a child's ID card contains only the certificate for electronic identification.

How do you apply for a passport and an ID card?

1. You apply in person at the regional office or branch for civil status and personal documents for your place of residence.
2. You attach proof of payment and an identity document with a photo, such as your old ID card, passport or driving licence.
3. At the counter your photo, two fingerprints and a digital signature are taken; fingerprints are not taken from a child under 12.
4. A citizen who has lived abroad continuously for more than three months applies for a passport at a Montenegrin diplomatic or consular mission.
5. The passport must be collected within 90 days of the application receipt, and a passport not collected is cancelled automatically.

What deadlines and fines apply to the ID card?

• ID cards issued before 30 March 2020 could, after two extensions of the deadline, be used no later than 30 September 2025.
• ID cards issued from 30 March 2020 are valid until the expiry date printed on the card.

How do you get a passport for a child?

• For a child under 18 one parent applies, with the written consent of the other parent.
• In urgent cases, or when it is in the child's special interest, a passport can be issued without the other parent's consent, with the written consent of the guardianship authority.
• A passport for a child under four is valid for two years, and up to the 21st birthday only the €8 form is paid.

What should you do if you lose your passport or ID card?

• A lost passport is reported without delay, and no later than eight days, to the authority that issued it or, if it was lost abroad, to a Montenegrin diplomatic or consular mission.
• A lost ID card is reported at once to the authority that issued it.
• The new application must include proof of paying €5 for publishing the lost document in the Official Gazette, and for a passport also the €3 fee for the decision declaring the document invalid.

Which document proves a foreigner's residence in Montenegro?

• A foreigner does not receive a Montenegrin passport or ID card, but proves identity with their own passport and residence with a residence permit.
• A foreigner with permanent residence receives a permanent residence permit, a public document valid for five years with an obligation to renew, or two years for a child under four.
• A temporary residence permit is issued for up to one year.
• A foreigner's ID card issued under earlier rules is valid until it expires, after which the foreigner receives a permanent residence permit.
