New-build flat prices in Montenegro: quarterly MONSTAT data
In the second quarter of 2026 a square metre of a newly built flat in Montenegro sold for 2,557 € on average, according to preliminary MONSTAT data: 2,838 € in the coastal region, 2,510 € in Podgorica, 2,145 € in the north and 2,131 € in the central region. That is 4.6% more than in the first quarter and 16.2% more than a year earlier. These are contract prices of new flats sold by developers, not asking prices or resale flats.

In the smaller regions the average moves sharply from quarter to quarter, because it depends on which flats happened to be sold. No new-build sale was recorded in the central region in the first quarter of 2026, so it has no quarterly change.

Before 2023 we show the national average only: 1,113 € in 2019, 951 € in 2020, 1,194 € in 2021 and 1,339 € in 2022. From 2019 to 2025 the national average almost doubled.
What the figures measure
MONSTAT counts only new flats sold for the first time, from purchase contracts concluded in the quarter and reported by the companies that sell them. Resale flats, business premises and land are not included. The figure is the average contract price per square metre of usable floor area.
The national average also includes solidarity housing, flats sold to employees well below market prices, so a quarter with many such sales pulls the average down. In 2025 flats sold by companies averaged 2,285 € per m² and solidarity flats 705 €.
Each quarter is published about 50 days after it ends, first as preliminary data. The third quarter of 2026 is expected around 20 November 2026; we update this page and the CSV after each release.
Which towns are in each region?
Podgorica is reported on its own. The coastal region is Bar, Budva, Herceg Novi, Kotor, Tivat and Ulcinj; the central region is Cetinje, Danilovgrad, Nikšić, Tuzi and Zeta; the northern region covers the remaining municipalities.
There is no official price per square metre for a single town such as Budva, Kotor or Tivat, and this page does not estimate one. Asking prices for small flats by the sea are often well above the coastal average; listings and our guides show what sellers ask.
