Driving school in Montenegro 2026: category B course prices, the driving test, the licence fee and new rules for young drivers

A category B course at driving schools in Podgorica costs €816 to €900 in 2026, and on top of that the candidate pays the school €20 for the theory test and €20 for the practical test, amounts set by the Government. Issuing the licence costs €5 for the form and an administrative fee of €10, and a category B licence is valid for 10 years. A category B licence is issued from the age of 18, and practical training starts only once the candidate has passed the theory part of the test. Since 7 August 2026 a driver under 21 may not drive between midnight and 5 am, nor drive a car with an engine of more than 80 kW alone.

The rules come from the Road Traffic Safety Law and the Government decision on driving test costs, while each driving school sets its own course price. How much does a driving school cost in Montenegro in 2026?

• The test amounts were set by the Government in a decision from September 2025, and the candidate pays them to the driving school for each attempt.
• The Government no longer sets a minimum course price, so each driving school sets its own; the amounts in the table come from the price lists the schools publish on their websites.
• For a candidate who passes everything at the first attempt, the course, the tests and a category B licence cost about €870 to €955 in total, without the medical certificate.

How do you get a driving licence in Montenegro?

1. The candidate obtains a medical certificate for the category they are training for, because without it the driving school may not start practical training.
2. The candidate enrols in a driving school and attends theory lessons, which include first aid taught by a medical doctor.
3. The candidate takes the theory part of the test and receives a certificate of passing it.
4. Only then does practical training start; a driving lesson lasts 60 minutes, and an instructor may give no more than seven lessons a day.
5. The candidate takes the practical part of the test before an authorised examiner.
6. With proof of passing the test, a medical certificate no older than one year and the €5 and €10 payments, the candidate applies to the Ministry of the Interior for the licence.

What rules apply to young and novice drivers?

• A young driver is a driver up to the age of 24, and a novice driver is a driver with less than 12 months of driving experience.
• Young and novice drivers may not drive faster than 70 km/h on the road and 100 km/h on the motorway, nor ride a moped faster than 40 km/h.
• Young and novice drivers may not have any alcohol at all in their body, while the limit for other drivers is 0.3 g/kg.
• Since 7 August 2026 a driver under 21 may not drive a motor vehicle between midnight and 5 am.
• Since the same date a driver under 21 may not drive a category B car with an engine of more than 80 kW, unless a driver who has held a category B licence for at least five years sits next to them.
• Breaking either of these two bans carries a fine of €300 to €600 and a 60-day driving ban.
• A driver who drives a vehicle of a category for which they have not passed the test pays €600 to €1,000 and gets a six-month driving ban.

Can foreigners take the driving test in Montenegro?

• The Ministry of the Interior issues a driving licence to a person who has a registered residence in Montenegro or permanent or temporary residence of at least 185 days without interruption.
• A foreigner with a valid foreign licence can, under the conditions set by law, exchange it for a Montenegrin one without taking the test, with a certified translation and an administrative fee of €30.
• Some driving schools charge foreigners a higher course price, and the Maks driving school charges foreigners €1,100 for category B.
