Montenegro's Agrobudget for 2026 stands at 78,662,691.03 euros after an amendment the government adopted on 23 July 2026, up from an original 77,324,258.04 euros. Basic payments for arable land are up to 300 euros per hectare, the premium for breeding cows and heifers is 100 euros per head, and the basic premium for milk delivered to a dairy is 0.08 euros per litre. Farms registered in the Register of Agricultural Holdings qualify, and the amendment also introduced support for the excise share of fuel prices for farms that received area payments for 2025.

How much are the subsidies?

- For milk delivered to a dairy, 0.01 euros per litre is added for farms delivering more than 5,000 litres a month, and 0.11 euros per litre for milk of the required quality.
- The maximum support per application for area payments is 80,000 euros, and if applications exceed the budget, per-hectare amounts are cut proportionally.
- 13,000,000 euros are set aside for old-age allowances for farmers.
Who qualifies for subsidies?
- The farm must be registered in the Register of Agricultural Holdings, and for livestock also in the Central Register of Holdings and Animals.
- Land under orchards, olive groves and vineyards must be entered in the parcel identification system before the application.
- The milk premium requires delivering at least 300 litres a month to an approved dairy or cheese maker.
- Animals must carry ear tags and be kept on the farm for at least seven months of the year.
How does the fuel excise support work?
- The support goes to registered farms that received direct payments in crop production for their 2025 land.
- The calculation uses fuel consumption norms of 110 litres per hectare for field crops, 70 litres for fruit, vines and olives and 40 litres for meadows.
- The eligible area is multiplied by the norm and by the maximum excise of 0.44 euros per litre, up to the money set aside for the measure.
- The measure rests on amendments to the Excise Law applied from 1 January 2026.
When are applications filed?
- The deadline for livestock premiums was 31 May 2026.
- For most other measures, deadlines and documents are set by public calls of the Ministry of Agriculture, Forestry and Water Management.
- For some measures a farm must have at least one hectare of farmland registered by 1 November 2026, otherwise the approved amount is cut by 10%.
