These are the central bank's weighted average rates on new loans for buying and renovating a home. The effective rate is the total cost, including fees and mandatory charges. In two years the nominal rate fell by more than a percentage point, and through 2026 it has moved between 4.5% and 4.7%.
Households took out new housing loans worth €173.7 million in 2024 and €224.4 million in 2025. In the first eight months of 2026 they borrowed €162.4 million, 15.5% more than in the same months of 2025.

Equal monthly payments at the August 2026 average nominal rate; bank fees, insurance and mortgage registration costs are not included. On a €100,000 loan over 25 years you pay about €69,830 in interest, and the payment is about 55% of the average net salary of €1,037 (July 2026). At the January 2024 rate the same loan would cost €62 a month more.
Can foreigners get a mortgage in Montenegro?
Nothing stops a foreigner from owning a home in Montenegro, but banks measure the ability to repay against income earned in Montenegro. The conditions in CKB's housing loan information sheet are an example:

Other banks' conditions may differ, but the test is the same: income and residence in Montenegro. If you work here and hold residence, a mortgage is a real option; a buyer paid a salary in another country usually does not qualify.
How is the payment calculated?
The calculator uses the annuity formula: payment = loan × r / (1 - (1 + r)^(-n)), where r is the yearly rate divided by 12 and n is the number of months. In the first years most of each payment is interest; the year-by-year table under the results shows how the balance falls.
Under the Consumer Credit Act the bank may not charge a fee for repaying a mortgage early, so you can pay off part or all of the loan ahead of time without a penalty.
