What is the mortgage interest rate in Montenegro? According to central bank data, the average nominal rate on new housing loans in August 2026 was 4.68%, and the effective rate 5.02%.
Anyone looking into a mortgage in Montenegro runs into two questions almost at once: what the interest rates are, and whether a foreigner can get a loan at all. This piece answers both from official sources: the Central Bank of Montenegro (CBCG) statistics for rates, and a bank's published information sheet for the conditions.
The short answer: rates have fallen clearly since 2024, but what banks usually require is a regular income and residence in Montenegro. For someone who lives and earns abroad and wants to buy in Montenegro, a local mortgage is generally not a realistic option.
Housing loan rates: central bank data
The CBCG publishes the weighted average rate on new bank loans by purpose. The line for "house purchase and renovation":

In two years the nominal rate fell by more than a percentage point, and through 2026 it has moved sideways between 4.5% and 4.7%. Lending grew over the same period: new loans taken by households to buy housing came to 173.7 million euros in 2024 and 224.4 million in 2025. In the first eight months of 2026 they reached 162.4 million euros, 15.5% more than in the same months of 2025.

Can foreigners get a mortgage?
Nothing stops a foreigner from owning a home in Montenegro; a loan is a different question. When banks lend, they measure the ability to repay against income in Montenegro. As an example, the conditions in CKB's housing loan information sheet:
- The applicant must be a Montenegrin citizen, or a foreigner with permanent employment and regulated residence in Montenegro.
- Aged between 21 and 70 (at the date of the last instalment).
- The employer must be a company the bank's internal classification accepts.
- Terms of up to 25 years; the decision depends on the applicant's creditworthiness.

A buyer paid a salary in another country will usually not meet it. If you work in Montenegro and hold residence, applying for a loan is a real option.
The numbers for a buyer who is not borrowing
The rate data says something to a cash buyer too: local buyers' mortgage volume kept growing in 2026, so the share of buyers using credit in the market is rising.
