In 2026 Eko-fond ran the SKLAD energy efficiency call, which refunds individuals part of the cost of thermal insulation, new windows, pellet stoves, heat pumps, solar collectors and photovoltaic systems in a house or flat. Eko-fond co-finances 30% of the cost for most measures and 50% for pellet stoves and boilers, up to a maximum of 3,000 euros for that measure. The latest call had a budget of 190,000 euros, applications ran from 18 May to 23 July 2026 and were processed in order of receipt, online only through Eko-fond's portal. Work must not start before the contract is signed and had to be finished by 15 September 2026. Both 2026 SKLAD calls are closed, and new ones are published on Eko-fond's website.

How much does Eko-fond pay per measure?

- One applicant may apply for one or more measures, but for one building only, and the maximum total is the sum of the maximum amounts per measure.
- Eko-fond pays the income tax on the grant awarded.
- For a stove or heat pump only the installation of the unit with related work is co-financed, and the owner pays for the heating pipework and radiators.
- Anyone who already received a grant for the same measure in an earlier call cannot receive it again.
Who can apply?
- Adult owners, co-owners and users of legal houses may apply for all measures.
- The same applies to houses built without a permit for which a legalisation decision has been issued.
- Owners and users of flats in legal residential buildings may apply only for windows, pellet stoves and heat pumps.
- A flat in a building built without a building or occupancy permit cannot be included in an application.
- Anyone who does not own the whole building must attach the consent of the owner or co-owners, certified by a notary, a court or the municipality.
Which documents are needed?
- The application includes the applicant's statement, both sides of the ID card scanned and a bank confirmation of the account.
- It also needs a title deed or possession certificate no older than 30 days, which can be downloaded from eKatastar.
- For legalised buildings, proof of the approved legalisation is attached.
- A contractor's quote showing VAT, certificates for materials and equipment and photos of the current state are also required.
- For payment, after the work you send a request, a fiscal invoice in the beneficiary's name, proof of payment to the contractor and photos of the finished work.
How does the procedure work?
- Applications are submitted only electronically, through Eko-fond's portal, after registering and verifying an account.
- Incomplete applications are rejected with no chance to supplement them, and complete ones are processed in order of receipt while funds last.
- Eko-fond signs a contract with selected applicants, and work started before the contract loses the right to co-financing.
- The owner pays the contractor the full amount from the account stated in the application, and only then requests payment from Eko-fond.
- Unforeseen and additional work is at the owner's expense.
- Insulation thickness depends on the climate zone, for example 8 cm on the facade on the coast, in Podgorica, Nikšić and Cetinje, and 10 cm in the north.
