Electricity prices in Montenegro 2026: price per kWh by EPCG tariff model, day and night tariff, network charges, the Golden Team discount and a sample bill

A household with a two-rate meter in Montenegro pays in 2026 for the energy itself 5.2424 cents per kWh in the higher tariff and 2.6212 cents in the lower tariff, on EPCG's basic model. Once network charges, network losses, the renewable energy fee and 21% VAT are added, a kilowatt-hour in the higher tariff costs about 13.97 cents and in the lower tariff about 7.27 cents. On new meters the lower tariff applies from 11 p.m. to 7 a.m. and all day on Sunday. Members of the Golden Team programme who have no debt and use up to 500 kWh a month get a 38% discount on the value of the energy.

Energy prices are published by Elektroprivreda Crne Gore (EPCG) as the supplier, network prices are set by the Regulatory Agency for Energy and Regulated Utilities, and the higher and lower tariff periods by its methodology of July 2026. How much does a kWh cost by tariff model?

Prices are in euro cents per kWh, without VAT, and apply from 1 January 2026.

What else is charged on the bill?

VAT of 21% is charged on the total. The Agency set the 2026 prices for using the distribution system as provisional, by a decision of 21 November 2025.

When does the lower tariff apply?

• On new multifunctional meters the lower tariff always applies from 11 p.m. to 7 a.m., every day except Sunday, when it applies for all 24 hours.
• On old two-rate meters the lower tariff applies from 11 p.m. to 7 a.m. while winter time is in force, and from midnight to 8 a.m. during summer time, because the clocks of those meters are not changed.
• The higher tariff applies for the rest of the day, from 7 a.m. to 11 p.m. in winter, or from 8 a.m. to midnight in summer on old meters.

What does a bill for 500 kWh come to?

An example for a household with a two-rate meter, the basic model and connected power of up to 8 kW that uses 300 kWh in the higher and 200 kWh in the lower tariff in a month:

The 38% Golden Team discount applies only to the value of the energy, 20.97 euros in this example, so it lowers the bill by 7.97 euros before VAT. For the same consumption the red model would cost 59.10 euros, because the single price only pays off when more than about 71% of consumption falls in the higher tariff. Amounts are rounded, and the actual bill depends on the meter readings and the days in the billing period.

How do you choose a tariff model?

1. You choose the model when you sign the contract at the counter of the local EPCG Supply unit, and you can change it once a year.
2. If you do not choose a model, you are billed on the basic model.
3. The blue model suits households with low consumption, because the reduced price applies only to the first 150 kWh in each tariff.
4. The red model has the same price all day and pays off when you use most of your electricity in the daytime.
5. The green model costs 0.2 cents per kWh more than the basic model and means the energy comes from renewable sources.
6. Golden Team discounts and discounts for subsidised customers remain whatever model you choose, and customers with debts can also choose a new model.

Who gets the Golden Team discount?

A Golden Team member is a household that pays its bills regularly. The latest Golden Team was formed as of 31 January 2026: members are households with no outstanding obligations on that day, and those whose monthly consumption does not exceed 500 kWh get a 38% discount on the value of the active energy billed. On the January 2026 bill 257,266 households became members, and 157,731 received the discount.
