Power outages in Montenegro: CEDIS fault numbers by town, planned power cuts, the 30 euro compensation and damage claims

Where to report a fault or power cut in each municipality, where CEDIS publishes planned outages, when you are entitled to 30 euros of compensation since August 2026, how to claim it, what to do if the power damages your appliances and when your electricity may be cut off over a debt.

You report a power cut or a fault on the network to CEDIS, the distribution system operator, on the duty number for your municipality, which is staffed from 00 to 24 hours every day. CEDIS must announce planned outages on its website and in the media at least 24 hours in advance. Since 6 August 2026 new rules of the regulator apply: if power is not restored within 24 hours of a fault, if unplanned outages in a month last more than 48 hours in total, or if a planned outage was not announced in time, you are entitled to 30 euros of compensation.

The rules come from the Rules on the minimum quality of electricity delivery and supply and the Law on Energy. This guide lists the CEDIS duty numbers and explains where planned work is published, when and how to claim compensation, what to do if the power damages your appliances and when your electricity may be cut off over a debt.

How do you report a fault or power cut?

From a foreign phone number dial +382 and the number without the first zero, for example +382 20 622 773. Report the fault as soon as possible, because the 24 hours for restoring supply run from the moment CEDIS receives your report or otherwise learns of the outage, for example from its remote monitoring system. Note the time of your call, as you may need it for a complaint.

Where are planned power cuts published?

CEDIS publishes planned work on its website under Servisne informacije (service information), with the municipalities, streets and times of the outage, and also sends the announcement to the media.

  • A planned outage must be announced at least 24 hours in advance, with its start and duration. The exception is urgent work on a fault that threatens people's lives, property or equipment.
  • Only an interruption lasting more than three minutes counts as an outage.
  • If a planned outage starts before or ends after the announced time, each deviation is recorded as an unplanned outage, and an outage entirely outside the announcement counts as unplanned for its whole duration.

When are you entitled to 30 euros?

The rules set compensation of 30 euros for each of these failures:

No compensation is due if the failure was caused by force majeure or the action of a third party, and the deadline for restoring supply is extended by the time these lasted. The right belongs to a customer who has a supply contract.

How do you claim compensation?

  1. You submit the complaint to the supplier that bills you, within 30 days of the event, not to CEDIS.
  2. You use the form the supplier publishes on its website, with your name, customer or billing number, meter number, the basis for compensation and your signature.
  3. The supplier decides on the complaint within no more than 15 days, and you pay no fee for submitting it.
  4. If it finds the standard was not met, the supplier pays you the compensation within 30 days, and if CEDIS was responsible, CEDIS later reimburses the supplier.
  5. You can appeal against the decision on compensation to the Regulatory Agency for Energy and Regulated Utility Activities.

What if the power damages your appliances?

The 30 euro compensation does not cover damage to appliances. You claim damages from CEDIS with a separate request, on the damage report form CEDIS publishes under Zahtjevi i ugovori (requests and contracts), with documents showing the value of the damage, for example the appliance's receipt and a repair shop's report. The right to damages exists when CEDIS's liability is established, under the general rules of the Law on Obligations. Under the Law on Energy, a customer whose electricity was cut off without grounds is entitled to damages. An inspection or repair of the wiring in your flat can also be booked through the Glatko platform.

When may your electricity be cut off over a debt?

  • The supplier must first warn you and give you at least 8 days from delivery of the warning to pay the debt or agree on repayment.
  • A disconnection may not start on a Friday, Saturday or Sunday, on a public holiday or the day before a holiday.
  • You may not be cut off if you paid the undisputed part of the bill and complained in time about the disputed part, and reconnection may not be made conditional on paying debts older than two years.
  • Once you pay the debt, supply must be restored immediately, and within 24 hours at the latest.
  • Households the competent authorities have designated as vulnerable customers may not be cut off: never, if someone lives there with a disability or poor health whose life or health would be endangered, and from the start of October to the end of April, if they are in social need.
