Montenegro Birth Register Extract and Citizenship Certificate 2026: Online Request, Price, Delivery, Marriage Extract and Requests from Abroad

An extract from the birth register (Montenegro's birth certificate) and a certificate of Montenegrin citizenship can be ordered online in 2026 through the Ministry of Interior portal: the form costs €2 per document, courier delivery to your home address costs €3.5, and a residence certificate carries an administrative fee of €3. In Podgorica the documents arrive the next day and in other towns within four working days, and you sign and show ID on collection. How much do extracts and certificates cost in 2026?

• The Ministry of Interior delivery price includes VAT, and postage is paid on receipt of the parcel.
• According to the Ministry of Interior, a birth register extract and citizenship certificate are not needed to get a Montenegrin ID card or passport.

How do you order an extract online?

• The request is made on the Ministry of Interior portal dokumenta.me, where you choose the document type, purpose and number of copies and enter your personal ID number and details.
• You can only apply for yourself or your minor children.
• The documents arrive as a registered parcel at your home address, and your name, address and phone number are passed to the courier.
• In Podgorica the documents arrive the next day and in other towns within four working days, against signature and ID.
• You can also apply in person at any Ministry of Interior regional office, because an extract is issued at the place where the request is made (Law on Civil Registers, Article 38).

When is no administrative fee charged?

According to the Ministry of Interior instructions, no administrative fee is charged when the document is for:

• schooling or studies;
• employment and employment rights;
• pension, social or health insurance;
• tax exemption;
• humanitarian rights;
• disability protection.

You choose the purpose in the request, so state it accurately, because the document is issued for that purpose.

How do you get a marriage register extract?

• Municipalities keep the marriage register for their own registry area, so for a marriage concluded in Podgorica the extract is issued by the Capital City.
• The Capital City of Podgorica runs the eMRV e-service: an extract on the standard form costs €2, on the international form €7, delivery €2 and the postal order fee €0.20.
• The request is processed on the next working day between 8 and 16 h, and the extract reaches an address in Montenegro the following day, excluding Saturdays, Sundays and public holidays.
• If you want the extract in electronic form, you must sign the request with a qualified electronic signature.

How do you request an extract from abroad?

• You can request an extract from the birth, marriage or death register and a certificate of Montenegrin citizenship at any embassy or consulate of Montenegro.
• You must state the purpose of the document, and the embassy forwards the request to the competent authority in Montenegro and returns the extract to you.
• The consular fee is €20 or €25, according to the Ministry of Foreign Affairs.
• If you will use the document in another country, check whether you need an apostille.

Who can request an extract and what does it contain?

• Extracts and certificates can be requested by the person the entry concerns, another person with their written authorisation or a person authorised by law (Article 38).
• For a deceased person, an extract is only issued to someone with a legal interest, if the heirs do not object.
• An extract contains the latest data entered in the register at the time of issue, and extracts and certificates from the civil registers are public documents (Articles 2 and 38).
