Disability allowance and care supplement in Montenegro 2026: amounts from 1 July, who qualifies, the parent or guardian benefit and what changes on 1 December

From 1 July 2026 the personal disability allowance (lična invalidnina) in Montenegro is 342.69 euros a month, the care and assistance supplement (dodatak za njegu i pomoć) 100.54 euros, and the benefit for a beneficiary's parent or guardian 296.93 euros. The Ministry of Social Welfare adjusts the amounts twice a year, on 1 January and 1 July, and you apply at the social work centre for your place of residence. From 1 December 2026 a new Institute for Unified Disability Assessment will assess disability, and anyone already receiving one of these benefits keeps it.

How much are the benefits from 1 July 2026?

• The amounts follow the cost of living and average wages, and if the adjustment would be negative, they stay the same.
• Existing beneficiaries receive the new amounts automatically, without a new decision.

Who qualifies for the disability allowance and who for the care supplement?

• The personal disability allowance goes to a person with a severe disability, provided they do not receive the care and assistance supplement under this or any other law.
• The care and assistance supplement goes to a person who needs another person's care and help because of physical, mental, intellectual or sensory impairments or changes in health.
• The supplement cannot be granted if the same right was obtained under another law or if the person receives the disability allowance, so the two benefits are not paid at the same time.
• Beneficiaries of both have the right to health care if they have no cover on another basis.
• For a beneficiary who works or studies, the law also provides a personal assistance service for everyday activities.

How do you apply?

• The application goes to the social work centre for your place of residence.
• A social and medical commission assesses the disability and the need for care, and the centre issues a decision based on its findings and opinion.
• An appeal against the centre's decision goes to the ministry, but the appeal does not suspend the decision.
• A special government commission reviews the work of the social and medical commissions in care supplement cases started from 1 January 2025, and if it finds irregularities, the decision is revoked.

Who receives the parent or guardian benefit?

• One parent or guardian of a disability allowance beneficiary, for each beneficiary separately.
• A parent or guardian with at least one disability allowance beneficiary and one or more care supplement beneficiaries.
• A parent or guardian of two or more care supplement beneficiaries.
• The benefit is paid only if the beneficiary does not live in residential care.

What changes on 1 December 2026?

• The Institute for Unified Disability Assessment starts work on 1 December 2026, because a law passed in June 2026 moved the start from 1 July.
• From then the disability allowance goes to a person with disability status and the fourth level of required support, who needs another person's help for at least 12 hours a day.
• The care and assistance supplement goes to a person with the third level of required support, who needs help for six to 12 hours a day.
• Cases started before that day are finished under the old rules, and current beneficiaries keep their rights.
