Student Loans and Scholarships in Montenegro 2026/2027: How Much They Pay, Who Applies from 1 to 31 October and When the Loan Is Not Repaid

For the 2026/2027 academic year, the Ministry of Education, Science and Innovation awards 3,400 student loans and 450 scholarships for the best students. Applications are made online at upisi.edu.me, from 1 to 31 October 2026. The student loan is 150 to 215 euros a month, depending on the year of study and results, and the scholarship 300 euros a month. Both are paid in ten monthly instalments, with nothing for July and August. The loan is normally repaid, but a student who graduates on time with an average of 9.00 to 10.00 is released from repaying it in full.

How much is the student loan?

• The amounts were set by a Government decision of 3 October 2024, and the scholarship for the best students is 300 euros.
• For first-year students the final-year secondary school average counts, and for later years the success index from the previous year of study.
• The loan is approved for one academic year and paid in ten equal monthly instalments, with nothing paid for July and August.

Who can apply?

• Students at institutions in Montenegro and Montenegrin citizens at institutions abroad can apply if they enrolled in that year's semester for the first time and have not changed study programme.
• Of the 3,400 loans, 810 are for first year, 1,520 for later years and 590 for postgraduate studies in Montenegro, and 130, 310 and 40 for the same categories abroad.
• With equal results, priority goes to a student whose parents receive social assistance (materijalno obezbjeđenje).
• A student who receives a scholarship from another ministry has no right to the Ministry of Education's loan or scholarship.

How do you get a scholarship for the best students?

• Scholarships go to students in their second or later year who have not lost a year, have not changed programme, have passed all exams from the previous year and have an average of at least 9.00.
• Of the 450 scholarships, 65 are for natural sciences, 60 for technical, 60 for medical, 20 for agricultural, 80 for social sciences and 35 for humanities, 30 for students with disabilities and 100 for shortage occupations.
• For shortage occupations the average may be below 9.00: 10 scholarships are for mathematics, 10 for physics, 10 for chemistry, 20 for IT programmes, 25 for primary class teaching and 25 for preschool education.
• An award from an international competition adds 0.50 to the average for first place, 0.30 for second and 0.10 for third.
• The scholarship is not repaid and is paid in ten equal monthly instalments.

How do you apply?

• The application is submitted online at upisi.edu.me from 1 to 31 October 2026.
• Students abroad also send documents by post with the online application: the school certificate or a certificate of passed exams, proof of enrolment, a citizenship certificate or a copy of the biometric ID card, and the grading scale of the foreign institution.
• Documents in a foreign language are attached with a translation by a certified court interpreter.
• For the scholarship, a professor's recommendation on faculty letterhead and proof of any award are also sent by post.
• The Ministry publishes the list of applicants with a deadline for objections, then the ranking list and the decision, which can be appealed within eight days.

When is the loan not repaid?

• Repayment becomes due two years after the deadline for completing studies under the institution's statute, or one year after student status ends.
• A student who graduates on time with an average of 9.00 to 10.00 is released from repayment in full, with an average of 8.00 to 9.00 by 80%, and with an average of 7.00 to 8.00 by 60%.
• Students with disabilities and Roma and Egyptian students are released from repayment in full once they graduate, regardless of average and length of studies.
• A loan contract is signed with the Ministry, with a promissory note and guarantor details, by 31 August 2027 at the latest.
• For justified reasons, repayment can be postponed by up to 12 months.
