Disability pension in Montenegro 2026: conditions, how much it is, the partial pension and unified disability assessment from 1 December 2026

When you are entitled to a full or partial disability pension, how many years of insurance you need after an illness or a work injury, how the amount is calculated, how much you can work on a partial pension, what the review examination is and what changes when unified disability assessment starts on 1 December 2026.

In Montenegro an insured person is entitled to a disability pension after a complete loss of working capacity, for a full pension, or a partial loss of working capacity of 75%, for a partial pension. If the disability results from a work injury or an occupational disease, no insurance period is required, while after an illness or an injury outside work your insurance period must cover at least one third of your working life. From 1 December 2026 disability is determined through unified disability assessment, and in August 2026, 16,565 people in Montenegro received a disability pension, averaging 503.51 euros.

When are you entitled to a disability pension?

  • A full disability pension is paid after a complete loss of working capacity, and a partial one after a partial loss of 75%.
  • Disability may result from a work injury, an occupational disease, an injury outside work or an illness.
  • After an illness or an injury outside work, the disability must arise before age 65, and for women in 2026 before 63 years and three months.
  • Working life is counted from age 20, or from 23 with a higher vocational degree and from 26 with a university degree obtained through regular study, up to the day of disability.
  • Military service after age 20 shortens working life by that time.

How much is the disability pension?

  • A full disability pension after a work injury or an occupational disease equals the old-age pension for 40 years of pensionable service.
  • After an illness or an injury outside work, an insured person under 55 is credited with two thirds of the service missing up to age 55 and half of the service from 55 to 60.
  • An insured person aged 55 or over is credited with half of the service missing up to age 60, and in total service can be added up to a maximum of 40 years.
  • A partial disability pension is 75% of the full disability pension.
  • The rules on the minimum and maximum pension apply to the full disability pension.

Can you work while receiving a disability pension?

  • A person receiving a partial disability pension can work one quarter of full-time hours.
  • The decision granting a disability pension sets a compulsory review examination within three years of the disability being established at the latest, except in cases set by the assessment rules.

What changes from 1 December 2026?

  1. Loss of working capacity and disability status are determined under the Law on Unified Disability Assessment, which applies from 1 December 2026.
  2. The application for a disability pension must include the unified disability assessment decision and the assessment committee's findings and opinion.
  3. The review assessment must take place within three years, and a person who fails to request it without good reason stops receiving the pension; the withheld amounts are paid later if the new assessment confirms the disability.
  4. If the right is claimed after insurance ends, the pension is paid from the date of disability, but no more than six months back from the application.
  5. An appeal does not suspend enforcement of the decision.
  • Procedures started before 1 December 2026 are completed under the previous rules, and anyone who already has the right keeps it.
