Travel concession for persons with disabilities in Montenegro 2026: twelve trips a year with the ticket price refunded, a companion, the commute to work and the claim to the social welfare centre

Under the Law on the Travel Concession for Persons with Disabilities, in force since 18 February 2026, a person with a disability is entitled to 12 trips a year within Montenegro by intercity bus, train or car, and the state refunds the price of a return ticket, also for a companion. An employee with a disability also has a concession for the commute to a workplace up to 80 km away, for every day at work. The claim goes to the social welfare centre, which decides within 15 days.

Who is entitled to the travel concession?

  • Recipients of the personal disability allowance, recipients of the care and assistance supplement, and children and young people receiving support for the education of children with special educational needs.
  • Recipients of the allowance for another person's care and assistance under pension and disability insurance.
  • Montenegrin citizens resident in Montenegro, foreigners with approved permanent or temporary residence, and asylees or foreigners under subsidiary protection.
  • Once the unified disability assessment starts, the right will go to people with established disability status and at least the third level of support needed, and to children or young people in education from the second level; anyone who already uses the concession keeps it.

What does the concession cover?

  • One trip means leaving the place of residence for the destination and returning, and the right covers 12 trips in a calendar year.
  • The concession does not apply if you receive travel costs for the same trip on another basis.
  • If the companion travels to collect the person with a disability or returns after accompanying them, that journey is refunded too, as one trip.

Who can be a companion?

  • A companion is a parent, guardian or child of the person with a disability, or another person they authorise by a statement.
  • The companion must be an adult, but your own child can be a companion from the age of 10.
  • One person can accompany several people with disabilities on the same trip but receives one refund, and a concession user can also accompany another user.

How do you claim the concession and the refund?

  1. File the claim for the concession with the social welfare centre for your place of residence; the decision comes within 15 days.
  2. Keep the ticket, or several tickets if there is no direct line to the destination and the journey was made the same day.
  3. If you travel by car, get a confirmation of the trip from the social welfare centre in the destination and keep the proof of tolls.
  4. Claim the refund within 45 days of the trip, and for the commute within 60 days of the first day of travel in the month, with the employer's confirmation of days at work and that you do not use organised transport.
  5. The centre decides on the refund within 15 days, and appeals are decided by the Ministry.
  • If the companion is someone other than a parent, guardian or child, a statement on the companion goes with the claim, and the companion shows an ID document.

What are the duties and fines?

  • You report any change affecting the right to the centre within 15 days; anyone who does not, or takes a refund twice for the same trip, pays 500 euros.
  • Money received without grounds is repaid within 15 days of notice, and the centre can agree repayment over at most three years.
  • A centre that does not decide on time and an employer that does not issue the confirmation pay 500 to 5,000 euros.
