In 2026 the City of Podgorica subsidises after-school care (produženi boravak) for children in grades one to three of primary school. Parents receive 160 euros a month per child if their total monthly income does not exceed two average net wages of the previous year, which is 2,024 euros, and 130 euros if their income is higher. For the third and every further child and for a child with developmental difficulties the city pays 100% of the cost. Employed parents qualify, under the public call both of them, if the child attends a licensed after-school programme, and applications are open until 31 December 2026.

- The amounts are net, per child and for every month in which the child uses after-school care.
- The average net wage for 2025 was 1,012 euros, so the limit for 2026 is 2,024 euros of total monthly income.
- If the child misses after-school care for more than half a month for unforeseen reasons, the subsidy is calculated proportionally, based on a certificate from the provider.
- For the third child and a child with difficulties the city pays the full price regardless of the parents' income.
Who qualifies?
- Employed parents, guardians or foster parents of children in grades one, two and three; under the public call both parents must be employed.
- An unemployed single parent, a parent with a disability who exercises parental rights alone and a person unable to work also qualify.
- The child and one parent, guardian or foster parent must have their registered residence in Podgorica.
- Employed foreign nationals with approved temporary or permanent residence, asylum holders and foreign nationals under subsidiary protection can also qualify.
- The after-school programme must hold a valid licence from the Ministry of Education, Science and Innovation and an agreement with the city for that school year.
How do you apply?
- Fill in the application form: parents' names, address, the child's personal number (JMBG), school and grade, the name of the after-school programme, bank account number and phone.
- Attach proof of the parents' income, such as a payslip, bank statement or employer's certificate, and a copy of the bank account details.
- Single parents, parents with a disability and persons unable to work also attach proof of that status.
- Submit the application online, at the counter or by post in a sealed envelope to the Secretariat for Social Welfare, Vuka Karadžića 16, Podgorica.
- The deadline is 31 December 2026, and with your consent the Secretariat obtains proof of residence and the provider's certificate itself.

When and how is the money paid?
- The subsidy goes to the parent's bank account after they submit proof of paying for after-school care for the previous month.
- The city signs a contract with the recipient once the decision on the award becomes final.
- At the end of each month the committee publishes the list of recipients who qualified in the previous month.
- A parent can object to the ranking list within 8 days, and the chief administrator decides on the objection within 10 days.
- The public call covers the current calendar year except August, while the decision covers the months of the school year and July, if after-school care runs then.
When does the right end?
- When the child finishes the third grade of primary school.
- When the recipient no longer has registered residence in Podgorica.
- When the recipient gives false information or abuses the right; the contract then ends, the money must be repaid within 30 to 120 days, and the right cannot be granted again.
