In Montenegro a driving licence for categories AM, A1, A2, A, B, B1 and B+E is valid for 10 years, and for categories C and D with their subcategories for 5 years. Under the July 2026 amendments to the Road Traffic Safety Act, a person who is over 64 when the licence is issued receives it for three years, unless the medical certificate sets a shorter term. When a licence expires, a new one is issued with a new medical certificate, and you pay 5 euros for the form and a 10-euro administrative fee. Driving on an expired licence counts as driving without a valid licence and is fined 300 to 600 euros.

- The term can be shortened only on the basis of a medical certificate for drivers.
- The amendments were published in Official Gazette 111/2026 on 30 July 2026 and entered into force on the eighth day after publication.
- Professional drivers in public transport, driving instructors and drivers for whom driving is their main job have a medical examination at least every three years.
What do you need for a new licence?
- You apply to the Ministry of Interior at your place of residence or stay, in person, because a photo, two fingerprints and a digital signature are taken.
- A medical certificate for drivers is required when the licence is issued for the first time or when the old one has expired, and it is accepted if it is not older than one year.
- You pay 5 euros for the licence form and a 10-euro administrative fee, or 30 euros for a licence issued on the basis of a foreign one.
- A licence requires residence or stay in Montenegro of at least 185 days without interruption.
- The licence is normally collected in person, but it can also go to an authorised person or by post if you ask.
What is the fine for an expired licence?
- Only a person with a valid driving licence may drive a motor vehicle, so driving on an expired licence is the same as driving without one.
- Since the 2026 amendments, the fine for driving without a valid licence is 300 to 600 euros.
- Police temporarily exclude from traffic a driver who drives after the licence has expired.
- A driver who does not carry the licence or does not show it to the police pays 100 to 300 euros.
- An owner who lets a person without a valid licence drive their vehicle is fined in the same way as the driver.
What about a foreign licence?
- A Montenegrin licence based on a foreign one is issued with a 30-euro administrative fee, and the foreign licence is handed in and returned to the issuing country.
