Parking in Tivat, Herceg Novi, Bar and Ulcinj 2026: Zones and Hourly Prices, SMS Numbers, Daily and Tourist Tickets, Penalty Tickets and Wheel Clamps

An hour of parking in the zones of Tivat, Herceg Novi, Bar and Ulcinj costs 0.40 to 2 euros in 2026, and in Tivat, Herceg Novi and Ulcinj it is more expensive in summer than in winter. In Tivat you text 14590 for the red zone and 14701 for the yellow zone, in Herceg Novi 14510, 14511, 14512 and 14516, and in Ulcinj 14601 and 14602. In Bar an hour costs 0.50 euros in Zone I and 0.40 euros in Zone II all year. An SMS from a foreign number does not go through in Herceg Novi, so with a foreign number you pay at a kiosk, a parking meter or in an app.

What does an hour of parking cost by town?

• The summer season runs from 1 May to 30 September in Tivat, from 1 June to 30 September in Herceg Novi and from 1 June to 1 October in Ulcinj.
• The price lists of Tivat, Herceg Novi and Bar state prices including VAT.

How do you pay for parking in Tivat?

• An hourly SMS in the red zone starts with 3 and a daily one with 4, so for the plate TVAB123 you text "3 TVAB123" to 14590.
• In the yellow zone you text "1" and the plate for an hour or "2" and the plate for a day to 14701.
• Charges in the zones apply on weekdays and Saturdays from 7:00 to 23:00.
• Parking at Tivat Airport costs 2 euros per started hour and 15 euros a day.
• The DTK tourist package for the red zone costs 50 euros for 7 days, 70 euros for 10 days and 120 euros for 15 days in summer, and 40, 60 and 90 euros in winter.
• Towing a vehicle up to 10 km costs 40 euros, plus 2 euros for each extra kilometre.

How do you pay for parking in Herceg Novi?

• You text the plate without spaces, for example HNAC752, to the zone number, and the parking is valid only once a confirmation reply arrives.
• From 1 October to 31 May charges apply every day except Sunday from 7:00 to 21:00, in June and September every day except Sunday from 7:00 to 24:00, and in July and August every day from 7:00 to 24:00.
• After parking you have 15 minutes to buy a ticket, and there is no grace period once the paid time runs out.
• In the purple zone a vehicle may stay one hour at most, and extending by SMS is not possible.
• The daily penalty ticket costs 15 euros, and if you pay within 8 days you get a 33.33% discount, so you pay 10 euros.

How do you pay for parking in Bar?

• Zone I covers part of central Bar, Stari Bar, Žukotrlica and Sutomore, and parking time in the zones is not limited.
• When a parking officer issues the ticket, an hour costs 2.80 euros in Zone I and 2.50 euros in Zone II.
• A daily ticket costs 10 euros, payable within 8 days.
• A wheel clamp costs 40 euros, and removing it another 10 euros.
• Parking servis Bar announces charges from Monday to Friday from 8:00 to 21:00 and on Saturdays from 8:00 to 14:00, as well as payment by SMS, app, parking meter and in shops.

How do you pay for parking in Ulcinj?

• An SMS with the plate without spaces, for example ULAA001, pays for one hour, and the reply contains the ticket number and the time until which the parking is valid.
• Kiosks, bookshops and agencies sell daily and hourly tickets, and you can also pay at a parking meter and in the Digitalni kiosk app.
• The universal tourist ticket costs 35 euros for 5 days, 50 euros for 10 days and 100 euros for 30 days in summer, and 20, 30 and 60 euros in winter.
• Prices follow the price list of November 2023, which Parking servis Ulcinj still publishes.

Can I pay by SMS from a foreign number?

• Parking servis Herceg Novi states explicitly that SMS payment works only from Montenegrin operators' numbers and not from abroad or in roaming.
• With a foreign number, buy a ticket at a kiosk or parking meter or pay in an app.
• Write the plate in Latin letters without spaces or hyphens, with č, ć, ž, š and đ where the plate has them, because a wrong plate or the wrong zone leads to a penalty ticket.
