Parking in Budva, Kotor and Podgorica 2026: zones and hourly prices, SMS numbers, the daily ticket, resident passes and where parking is banned

In the centres of Montenegrin towns parking is paid by zone, by SMS, at a kiosk or in an app, and at car parks and garages with a barrier per started hour. In Budva an hour of parking costs 1.00 to 2.00 euros in summer, depending on the zone, and anyone who does not pay gets a daily ticket order of 50 euros, or 33.33 euros if paid within 8 days. In Kotor an hour at the Riva car park costs 4.80 euros in summer, and in Podgorica an hour in the zones costs 0.40 to 0.60 euros. Parking on a pedestrian crossing, on a pavement without markings, in a cycle lane or at a bus stop is banned throughout Montenegro, and the fine is 100 to 300 euros.

Prices and rules are set by the municipalities and their companies, Parking servis Budva, Komunalno Kotor and Parking servis Podgorica, and parking bans by the Law on Road Traffic Safety. How much does parking cost in Budva?

Since February 2026 Budva has had zone parking with three zones, and tickets are electronic, so you do not have to display them in the car.

• You text the vehicle's registration number to the zone's number, and you can also buy a ticket at an e-kiosk or a sales point.
• The yellow zone has a 24-hour daily ticket on 14654, which costs 10 euros in summer and 5 euros in winter.
• Anyone who does not pay gets a daily ticket order of 50 euros, valid for 24 hours at all public car parks in the town. If you pay the order within 8 days, you pay 33.33 euros, and an unpaid order goes to forced collection.
• Car parks and garages with a barrier are open 24 hours, charge per started hour at the exit, in cash or by card, and the price is shown at the entrance.

The purple zone has no monthly resident passes. Rent-a-car agencies must sign a contract with Parking servis Budva to use the public car parks in the zones.

How much does parking cost in Kotor?

Komunalno Kotor charges per started hour, with a summer tariff from 1 April and a winter tariff from 1 November.

Residents of Kotor Municipality get a 50% discount on the first hour at the Riva car park, showing their ID card at the barrier, and at the Benovo car park the first 15 minutes are free on working days from 7 to 8 a.m.

How much does parking cost in Podgorica?

• You text the registration number without spaces, for example PGAB123, and receive a confirmation and a reminder before the time runs out.
• Anyone who does not pay gets a parking ticket of 2.60 euros in zone I, 2.50 euros in zone II and 2.40 euros in zone III, to be paid within 8 days, or forced collection follows.
• The G1 public garage on Novaka Miloševa Street and the G2 garage on Karađorđeva Street charge 0.60 euros per started hour.
• In the Parking servis Podgorica app you can buy a ticket, pay a parking ticket and check whether your car has been towed.

Where is parking banned, and what is the fine?

The law bans stopping and parking, among other places:

• on a pedestrian crossing or a cycle crossing and less than 5 metres from it, at a junction and less than 5 metres from the edge of the crossing road;
• at a public transport stop and less than 15 metres in front of or behind it;
• on the pavement, unless signs allow it and at least 1.6 metres is left for pedestrians;
• in a cycle lane, in a tunnel, on a bridge, at a driveway into a building, yard or garage, and in a square or pedestrian zone;
• in a space for vehicles of people with disabilities without the proper sticker, and in a space reserved for other users.

Since 7 August 2026 the fine for parking in a banned place is 100 to 300 euros, and for a car parked on the road at night without its side lights on 80 to 250 euros.
