Budva city guide: residents, tourists and property prices
Budva had 27,445 residents at the 2023 census, and 31.9% of them held only a foreign citizenship. In 2025 it recorded 884,794 tourist arrivals, about 32.2 per resident. New flats in the coastal region, which includes Budva, sold for €2,838 per m² on average in Q2 2026, according to preliminary MONSTAT data; there is no official figure for Budva alone.

MONSTAT publishes new-build prices for Podgorica and for the coastal, central and northern regions, not for individual towns; the coastal region covers Bar, Budva, Herceg Novi, Kotor, Tivat and Ulcinj. Prices are for new flats sold by developers, not asking prices or resale flats.
About Budva
Budva is the heart of the Montenegrin riviera. In 2025 it recorded more tourist arrivals than any of the other six towns in these guides, and 18 of the country's 36 Blue Flag beaches in 2026 are on its coast.
Almost one in three residents holds only a foreign citizenship, and more than half of those aged 15 and over speak English. For a buyer this means very strong summer letting demand but a quiet winter; there is no official price per square metre for Budva itself, and asking prices by the sea are often well above the coastal average.
