Ulcinj had 20,507 residents at the 2023 census, and 4.9% of them held only a foreign citizenship. In 2025 it recorded 312,677 tourist arrivals, about 15.2 per resident. New flats in the coastal region, which includes Ulcinj, sold for €2,838 per m² on average in Q2 2026, according to preliminary MONSTAT data; there is no official figure for Ulcinj alone.

About Ulcinj
Ulcinj is the southernmost town on the coast, next to the border with Albania, and Albanian is widely spoken alongside Montenegrin. All 11 of its Blue Flag beaches in 2026 are on Velika plaža, a long sandy beach.
After Budva it has the most tourists per resident of the seven towns, yet the smallest share of residents with only a foreign citizenship. Summer letting demand is strong, while life outside the season is mainly local.
