How much is an apartment in Budva? On the day of writing, the seven Budva listings on Fijaka asked between 95,000 and 300,000 euros; studios and one-bedrooms were mostly between 95,000 and 150,000.
Budva is the part of Montenegro most foreign buyers picture first, and the searches show it: buy an apartment in Budva, Budva apartments for sale, Budva old town apartments, Budva property prices. The decision, though, is not really "Budva". It is which part of Budva, because within one municipality the distance to the beach, the winter population and the type of building change street by street.
This guide uses two sources: the listings live on Fijaka on the day it was written, and official statistics. One thing to know about the second before anything else: there is no official price per square metre for Budva.
Why no official Budva price exists
MONSTAT, the statistics office, publishes new-build prices for Montenegro as a whole, for Podgorica, and for three regions. Budva sits in the coastal region together with Bar, Herceg Novi, Kotor, Tivat and Ulcinj. In the second quarter of 2026 that coastal average was 2,838 euros per square metre on preliminary data, against 2,557 for the whole country and 2,510 for Podgorica. Source: MONSTAT new-build prices.
That coastal figure is useful as a trend and useless as a Budva price. It averages six municipalities, it counts only new-build units sold in that quarter as reported by developers, and it leaves resale flats out entirely. Any article that quotes "the average price in Budva" from this series is quoting a regional average.

Seven listings are not a market index, and we say so plainly. They are, however, real asking prices on one day, which is more than most "average price in Budva" figures can claim. Where an area is given, the town studio works out at about 4,350 euros per square metre and the Podkošljun one-bedroom at about 3,400, both above the coastal regional average. The neighbourhoods
Bečići. East of the centre along a long sandy beach, the densest area of newer complexes, pools and hotel-style residences. Three of our seven listings are here, from 95,000 to 225,000 euros, all studios or one-bedrooms. It is the entry segment of the coast, and the difference between a seafront unit and a hillside one with a view can be large within the same neighbourhood.
The town and the old town. The most walkable part of Budva, with year-round shops and services. Stock is mixed: older buildings, small new studios, and very little inside the old town walls. Our two town listings are studios at 100,000 and 105,000 euros.
Podkošljun. A residential area on the edge of the centre, more lived-in than seasonal. Our listing is a 44 m² one-bedroom at 150,000 euros.
Pržno. A small, quieter bay south towards Sveti Stefan. Prices start higher; our only listing here is the most expensive of the seven, at 300,000 euros.
Who comes to Budva
Budva recorded 884,794 tourist arrivals in 2025, against a population of about 27,400 at the 2023 census: roughly 32 visitors per resident per year, the highest ratio on the coast. The largest source markets were:

Source: MONSTAT arrivals and overnight stays, our calculation of shares. For an owner who lets short term, this is the demand. For an owner who wants to sell, it is also the buyer pool, and it is broad: no single country accounts for even a fifth of visitors.
The coastal-zone check
The legal question that is specific to Budva and the rest of the coast is the morsko dobro, the public coastal zone. Land in it belongs to the state, building there follows special rules, and the 2025 law on the legalisation of illegal buildings lists the coastal zone among the protected zones where legalisation is possible only under the planning parameters for that zone.
