Can you camp anywhere in Montenegro, and what does it cost? No. The Law on Tourism and Hospitality bans camping outside land designated for camping, and individuals can be fined 200 to 2,000 euros. Legal camping is cheap: a tent pitch in a national park costs 3 euros a day plus the park ticket, and campsites charge about 7 to 10 euros per adult.
The rules come from the Law on Tourism and Hospitality (Official Gazette of Montenegro 2/2018, last amended by 84/2024). Fees are from the price lists of National Parks of Montenegro and of two campsites, checked on 25 September 2026.
What does the law say about wild camping?

The law makes no separate exception for motorhomes and campervans, so a night at a beach car park or a roadside lay-by carries the same risk as a tent. The government has adopted a proposal for a new tourism law that would, among other things, create rules for glamping; until Parliament passes it, the 2018 law applies.

Durmitor, Biogradska Gora and Prokletije rent tents for 8 euros a day. In every park a fire is allowed only at specially arranged fireplaces, for 5 euros a day including the wood, and a car park costs 1 euro an hour. A park guide costs 40 euros for 4 hours or 80 euros for 8 hours, and Lovćen also rents bungalows for 30 euros a day.
Where can you camp in Durmitor?
National Parks of Montenegro has set aside six camping locations in Durmitor: Žugića Luka, Radovan Luka, Škrka, Sušica, Šarban and Lokvice. Two mountain huts have space for tents around them. Škrka, between the two Škrka lakes on the path to Bobotov Kuk, is open from mid-June to the end of September and sleeps up to 9 people on beds and wooden bunks; bring a sleeping bag. Sušica, next to Sušica lake on the Durmitor Ring road, has four double rooms and is open from late June to the end of September; the park charges 10 euros per person a day there.
For multi-day treks there are two shelters open all year: Lokvice, at 1,800 m, sleeps up to 20 people and has a tent area and drinking water, and the climbers' shelter Kalice, at 2,020 m, has 6 to 12 beds.

Two adults with a car and a small tent therefore pay 20 euros a night at Mlinski Potok and 28 euros at Djule. Two adults in a motorhome with electricity pay 30 euros at Mlinski Potok and 38 to 40 euros at Djule. Mlinski Potok lies at 1,472 m, 2 km from the centre of Žabljak and 15 minutes from the Black Lake, and its prices include all taxes.
What else should you plan for?
