How can I value my flat myself? Take the floor area from the title extract, use MONSTAT for your town or region as a guide, compare active listings of the same kind and adjust for condition and legal status.
Search for a property valuation calculator and most of what comes up is built for other countries' rules. In Montenegro the same flat has at least four different values, and each serves a different purpose. This piece explains what those values are, where the official one can be seen, and how to check for yourself, before you list, whether your price is realistic.
Four values for the same flat

The most important rule for a seller: the transfer tax base is the market value of the property at the time of acquisition, and if the contract price is lower than market value the local tax authority assesses the value itself. Writing a lower price into the contract therefore does not lower the buyer's tax.
How the statistical price per square metre gets into your tax bill
This is the part hardly anyone explains. For the annual property tax, market value is calculated as the average price per m² multiplied by the floor area, with coefficients for location, quality and age. In Podgorica the average price used is MONSTAT's average price per square metre of new-build flats in Podgorica for the previous year.
The numbers show it. In 2023 the City of Podgorica explained that the price applied for the 2023 tax was 1,383 euros/m², exactly MONSTAT's Podgorica average for 2022. For the 2022 tax the price applied was 1,081 euros/m²: the 2021 average (1,211) was more than 20 percent above the previous year, so the law allowed a three-year average to be used instead. We checked it against MONSTAT's database: (1,066 + 966 + 1,211) / 3 = 1,081.

The rows for 2022 and 2023 come from the City's explanation as reported by Standard. The rows from 2024 onwards are our own calculation, applying the same rule to MONSTAT's data; the exact amount for your flat is in the local administration's tax decision.
What this means for a seller: the statistical price is not an abstract number. It is part of every annual property tax decision.
Checking the price yourself: five steps
1. Take the exact floor area from the title extract. Not from memory and not from an old listing. The title extract (list nepokretnosti) is issued by the Real Estate Administration. Watch whether you are comparing net or gross area, because listings often mix the two.
2. Look at MONSTAT for your town or region, but as a guide. The series measures the price of new flats sold in the period, as reported by developers. For Podgorica the preliminary figure for the second quarter of 2026 is 2,510 €/m². Older flats are not in this series; use it to see the trend, not as the price of your flat. Apart from Podgorica, MONSTAT publishes regions rather than towns: coastal (Bar, Budva, Herceg Novi, Kotor, Tivat, Ulcinj), central (Cetinje, Danilovgrad, Nikšić, Tuzi, Zeta) and northern. There is no separate price for Budva or Nikšić.
3. Compare active listings of the same kind. Same neighbourhood, similar floor, age and size. Remember that these are asking prices, not the prices things sold for; the contract price may be lower. 4. Adjust for what the buyer will check. Lift, parking, orientation, heating, the state of the bathroom and kitchen. And above all: legal status. If the "G" sheet of the title extract carries a note that the building has no use permit or was built without a building permit, that pushes the price straight down. Under the 2025 Law on the Legalisation of Illegal Buildings, an illegal building that is not registered in the cadastre or has no legalisation decision cannot be sold.
5. Publish the price so a buyer can compare it. Buyers compare the price per square metre. If a listing gives no floor area, or the price per square metre has been typed into the total price field, the listing drops out of the comparison.
What we saw in our own listings
On 23 September 2026 we reviewed the 11 active real estate listings on Fijaka. In five of the 11 listings the floor area field was empty, so a buyer could not work out the price per square metre from the listing data. In one listing for a 51 m² flat the total price was 2,600 euros, almost certainly a price per square metre entered in the wrong field. Both slips cost the seller buyers' attention, and neither costs anything to fix. What buyers look for in a listing is covered in what buyers look at in property listings.
When you need a professional valuation
You can check for yourself whether a price is realistic. An official valuation is needed when someone else asks for it: a bank for a mortgage, or a court in a dispute or a division of property. The valuation is then made by a licensed appraiser or a court expert, and it is paid for separately.

Does the transfer tax depend on the price in the contract? Not below market value. The base is the market value at the time of acquisition; if the contract price is lower, the tax authority assesses the value itself.
