Yes. Foreign individuals can buy apartments and houses on the same terms as Montenegrin citizens. The limits depend on the type of property: agricultural and forest land without a dwelling on it is heavily restricted. Details are in the buying guide; talk to a lawyer before you sign.
On resale property the buyer pays the transfer tax: 3% on the part of the tax base up to €150,000, 5% on the part between €150,000 and €500,000, and 6% above that. New-build property bought from a developer carries no transfer tax; 21% VAT is already included in the price. Notary fees follow an official tariff, plus VAT.
Not automatically. Property can be the basis for a temporary residence application; since January 2026 citizens of countries outside the EU and EFTA need a property whose tax base is at least €150,000. Other documents are required as well.
