You check the service, wages and contributions your employer reported to the Pension and Disability Insurance Fund (Fond PIO) free of charge on the eUprava portal, using the "Insured person data overview" service, an activated electronic ID card and an account on the NS eID system. The Pension Fund does not send service data by email; if you have no electronic ID card, you request a listing at the Fund's regional office, with copies of your ID card and work booklet. If years are missing from the listing, the employer usually did not pay contributions or did not submit the M-4 report, and a period without paid contributions does not count as insurance service.
This guide explains how to check your record, what the data in the overview mean and what to do when service is missing.
How do you check your record on eUprava?
- The service is called "Overview of insured person data recorded with the Pension and Disability Insurance Fund of Montenegro" and runs online through the eUprava portal.
- To sign in you need an activated electronic ID card, the software for using it and an NS eID account with the card added.
- The service is free, because no administrative fee applies.
- The overview shows the start and end dates of insurance, insurance service, wages, wage compensation and the insurance base.
- For questions about the service the Pension Fund gives the address pravnapomoc.eservisi@fondpio.me and the phone number +382 20 403 812.
- Without an electronic ID card you request a listing from a regional office of the Pension Fund, with copies of your ID card and work booklet.
What do the data in the overview mean?
| Item | What it means |
| PIB/RBR | the contribution payer's number; for an individual it is the personal identification number from the ID card |
| working hours | the number of hours per week you are registered for |
| basis of insurance | employee, self-employed, farmer and other |
| start and end date | when insurance with an employer began and ended |
| year | the year for which the employer submitted the M-4 report |
| service | the months and days for which contributions were paid, so 09 15 means 9 months and 15 days |
| wage compensation | the amount for sick leave, maternity, parental, adoption or foster-care leave |
| effective duration | working time that counts with an increased duration |
- The M-12 report shows payments on other grounds, for example under a service contract, on a board of directors or as author's fees, with the amount and the contribution paid.
- The MIN and M-6 reports relate to insured persons with second- and third-category disability and the compensation they receive.
- The M-SI report shows periods of reduced working hours from 1 January 2004 and time spent receiving the temporary benefit on the Employment Agency register, which count as insurance service.
What do you do when service is missing?
- If there is no updated M-4 report for some years although you were registered for insurance, the employer either did not pay contributions or paid them but did not submit the M-4 to the Fund.
- First check with the employer whether it paid the contributions and submitted the M-4 for the years missing from the listing.
- The data depend on what the employer reported, so depending on the error you contact the employer, the Tax Administration or the Pension Fund.
- Paying contributions is solely the employer's obligation; if it fails to pay, you turn to the inspectorate and ultimately to the court.
- The Agency for the Peaceful Settlement of Labour Disputes acts only if the employer agrees to a peaceful settlement and undertakes to pay the contributions.
- When you meet the conditions for a pension but some contributions are unpaid, the Fund may issue a provisional decision, which it replaces with a final one after payment.
How does insurance service differ from pensionable service?
- Insurance service is working time after the age of 15 for which a pension and disability insurance contribution was paid.
- Pensionable service is made up of insurance service and special service.
- Special service does not come from work but is credited, for example, for military service from 1 September 2022 or, for a woman, six months for each child she gave birth to.
- The right to a pension requires insurance service, while special service only increases the amount of the pension.
The conditions for a pension and the minimum pension are covered in our guide to the pension in Montenegro, and how an employer registers an employee for insurance in our guide to the JPR form. What the work booklet means today is explained in our guide to the work booklet, and how to activate your ID card for eUprava in our guide to the electronic ID card.
