Montenegro Apartments for Sale: How to Read a Listing Properly

How to work out a listing's price per square metre, compare it fairly with official data, and what to look at on the title extract. We also measured which details are most often missing from our own listings.

How much are apartments for sale in Montenegro? The official new-build average in the second quarter of 2026 was 2,557 euros per m² nationally, 2,510 in Podgorica and 2,838 in the coastal region (preliminary). There is no official average for resale.

Search for Montenegro apartments for sale and Google's suggestions are about price and place: montenegro property for sale cheap, under 100k, kotor, waterfront. The buyer picks a place first and then tries to make sense of the price. This guide is for that second step: when you open a listing, what to look at, and in what order.

1. Work out the price per square metre yourself

Divide the total price by the area. Simple, but there are more listings where you cannot do it than you would think. On 23 September 2026 we went through all 11 property listings on Fijaka:

Almost half the listings have no floor area. One listing also gave 2,600 euros as the total price of a 51 m² flat, most likely the price per square metre typed into the wrong field. If a listing gives no floor area, make that your first question to the seller, and confirm whether the price is the total or per square metre.

2. Compare fairly with official data

You will want to compare your price per square metre with official statistics. There is a common mistake here. Apart from Podgorica, MONSTAT publishes new-build prices by region, not by town. Second quarter of 2026, preliminary:

Source: MONSTAT new-build prices. If you compare a flat in Budva with 2,838 euros, you are comparing it with the average of six municipalities. The series also counts only new flats sold in that quarter; resale flats are not in it. The sound comparison is similar listings in the same neighbourhood. 3. New-build or resale

The distinction changes what the price includes:

A listing that says "new" does not mean the flat is being sold for the first time. Ask the seller directly: is this the first sale of this flat?

4. Two sheets of the title extract

In Montenegro the title extract (list nepokretnosti) is divided into sheets. Two matter for a listing:

  • Sheet "B": who the owner is. The seller in the listing and the name here should match; if there are several owners, all of them must sign.
  • Sheet "G": mortgages, notes and restrictions. Under the 2025 legalisation law, an illegal building that has not been entered in the cadastre or received a legalisation decision cannot be transferred, and that ban is entered on sheet "G". A note that there is no use permit also shows here.

5. Translating listing language

When weighing a promise of rental yield on the coast, remember the season: in 2025 Montenegro had about 10.5 times as many tourist arrivals in August as in January. Frequently asked questions

Is there an official price per square metre for Budva? No. MONSTAT publishes Budva within the coastal region average.

What should I do if a listing gives no floor area? Ask the seller for the area and the entry on the title extract. You cannot compare the price of a listing without floor area with other listings.

Do you pay transfer tax when buying a new flat? Not on the first sale by a developer; 21% VAT is included in the price. On resale, the buyer pays tiered transfer tax.

Where should I look on the title extract? Sheet "B" for the owner, sheet "G" for mortgages and notes.
